Datuk Wira Dr. Franck Li is an entrepreneur, principal investor and strategic dealmaker with more than two decades of experience across financial services, investment, mergers and acquisitions, and financial technology.

As Founder, Chairman and Principal of First Pavilion Capital (FPC), he leads the firm’s strategic direction, capital allocation and development of investment opportunities, with a particular focus on financial services and regulated financial businesses.

His investment approach has been shaped by years of investing his own capital into financial-services businesses and regulated entities. Rather than operating as a traditional long-term business manager, his focus has been on identifying opportunities, acquiring strategic assets, strengthening their business and strategic value, and ultimately creating pathways toward partnership, consolidation or exit.

This experience has developed into a broader investment philosophy centred on strategic capital, financial infrastructure and value creation through M&A.

Through First Pavilion Capital, his current focus is on building an institutional private-capital platform capable of structuring investment opportunities, developing private funds, facilitating strategic transactions and connecting businesses with qualified private and institutional capital.

Beyond private equity, his broader financial-services interests span regulated capital-markets businesses, brokerage, digital assets and financial technology. These activities provide FPC with access to an expanding regional ecosystem of entrepreneurs, investors, financial institutions and strategic partners.

Datuk Wira Dr. Franck Li holds a Doctor of Philosophy in Accounting & Finance from the University of Greenwich. He was conferred the Darjah Cemerlang Seri Melaka (D.C.S.M.), carrying the title Datuk Wira.

His role at First Pavilion Capital is ultimately that of a capital allocator and strategic architect—identifying opportunities, bringing together capital, expertise and partnerships, and creating long-term value through disciplined investment and strategic execution.
